Global scoring

The scorecard management is split into three sections. Each section is meant for a specific type of scorecard.

  • Strategic Review (SRC)
  • Internal Capacity Assessment (ICA)
  • Performance Index (PI)

Strategic Review (SRC)Top

Navigation: System Setup > Configuration Setup > Manage SRC Scorecard

Purpose: To configure (Create /Edit/Delete) Scorecard, Scorecard Categories and related questions for Project.

Usage:

The SRC tool allows the user to set criteria via scorecards to review projects in a pooled fund. Many scorecards can be defined for a pooled fund. Each scorecard can contain multiple categories and each category can contain multiple questions. At all three levels i.e. Scorecard, Category and questions color coding CSS can be set.
Color coding is a system for displaying information by using different colors. Usage of Color coding enables an user to view a color coded feedback based on the answers for each selected scorecard, category or questions answered when scoring a project.
A list of already existing scorecards for the pooled fund would be displayed in the Added Scorecard section. Scorecards already linked with a project will be displayed with a highlighted background.


 
A brief description of the columns is given below:

  • Scorecard Description: Displays the name given to the scorecard.
  • Is Locked: Displays whether the scorecard is locked or not.
  • Is Active: Displays whether the scorecard is active or not.
  • Print Concept Note: Displays whether Concept Note of project is printable or not.
  • Print Project Proposal: Displays whether Project Proposal is printable or not.
  • Update Details: Displays the user and timestamp details of creator and if any updater for the scorecard.
  • Action:
    • [Edit] : Allows to edit the scorecard.
    • [Modify Category/Questions]: Allows to modify category and questions.
    • [Export]: Allows to export the scorecard details with the categories, questions and scoring weightage.
    • [View Project]: Option displayed only if projects are linked to the scorecard. Displays the list of projects linked with the scorecard.
    • [Recalculate]: Option displayed only if projects are linked to the scorecard. Displays the recalculated values of projects linked with the scorecard.

The View Project link present in the Action Column of the Added Scorecard table will only be displayed if projects are linked to the scorecard. On clicking the View Project link, a popup will be opened which will display all the linked projects allocated to the selected scorecard.

A brief description of the columns is given below:

  • Project Code: Displays the GMS generated project code. A mouseover action over the info icon would show the name of the project.
  • Budget: Displays the budget allocated to the project.
  • Organization: Displays the Implementing Partner’s organisation abbreviated name.
  • Recommend: Displays the recommendations given to the project.
  • Category Codes (e.g. A,B,C,D,E ): Displays the scoring recieved in the individual categories of the scorecard.
  • Total: Displays the total scoring for the project

Recalculate option

The Recalculate link present in the Action Column of the Added Scorecard table will only be displayed if project is linked to the scorecard.
On clicking the Recalculate button present at the top left corner of the popup, it will update the category and total scoring to reflect the new values. The Recalculate button will only be displayed if changes have been made in the scoring of the project.

  • Project Code: Displays the GMS generated project code. A mouseover action over the info icon would show the name of the project.

  • Category Codes (e.g. A,B,C,D,E ): Displays the scoring recieved in the individual categories of the scorecard.
  • Category Codes (e.g. *A, *B): Displays the scoring values after recalculation.
  • Total: Displays the total scoring for the project
  • *Total: Displays the total scoring for the project after recalculation. If there is any difference in value between Total and *Total, the cell will be highlighted in red background color.

Manage Scorecard

The HFU can create only SRC templates. To create a new SRC template, there are two options available.

  1. Click on Add Scorecard button.
  2. Click on Copy Scorecard button.

2. Click on Copy Scorecard button.


Field Descriptions:

  • From (drop down box):  Select from the list of  scorecards available
  • Click on Copy button to create a new scorecard.
  • The scorecard created will be named as Copy of (name of  the original scorecard).
  • Click on Edit link present in the Action Column of the Added Scorecard table. On clicking the Edit link, it will populate the information of selected Scorecard. Change the values and click on Save button to update the information

Field Descriptions:

  • Description (text box):  Brief Description of the Scorecard.
  • Is Locked?(check box):  If checked, the scorecard is not available for scoring.
  • Is Active? (check box):  If checked, the scorecard is active.
  • Print Concept Note? (check box):  If checked, Concept Note can be printed.
  • Print Project Proposal? (check box):  If checked, Project Proposal can be printed.

Click on Save button.

Additional options available are:

Add color code: Clicking on this button will open a popup which will contain css classes to decide the color coding for the scorecard. It will also contain already added css styles for the selected scorecard.

Field Description:

  • Cssclass (check box): Select from the predefined cssClass provided.
  • Min value: Min value for Color code to be applicable.
  • Max Value: Max value for Color code to be applicable.
  • Click on the Add button.

To edit an existing color code: Click on [Edit] link, present in the Action Column of the Added cssstyles table, which will populate the controls with thevalues. Change the values and click on Save button to update the color code.
To delete a color code: Click on [Delete] link, present in the Action Column of the Added css styles table to delete the color code.

Add recommendations: Clicking on this button will open a popup which will enable the user to add recommendations for a selected project.

       
To add a new recommendation:

Field Description:

  • Recommendation Text (text box): Name for the recommendation.
  • Recommendation Value (text box): Value for the recommendation.
  • Click on the Add button

To edit an existing recommendation: Click on [Edit] link, present in the Action Column of the Added Options table, which will populate the controls with selected recommendation values. Change the values and click on Save button to update the recommendation.

To delete a recommendation: Click on [Delete] link, present in the Action Column of the Added Options table to delete the recommendation. [Delete] link is visible only if the scorecard is not linked to any project.

Export Scorecard: Clicking on this button will open a popup which will enable the user to download the scorecard in excel format.

Edit an Scorecard

To edit an existing Scorecard, Click on Edit link present in the Action Column of the Added Scorecard table.On clicking the Edit link, it will populate the information of selected Scorecard. Change the values and click on Save button to update the information.

Delete an Scorecard

To delete an existing Scorecard, Click on Edit link present in the Action Column of the Added Scorecard table. On clicking the Edit link, it will populate the information of selected Scorecard. Click on the Delete button to delete the scorecard.
Note: Only Administrator has access to delete a scorecard and deletion is possible when no projects are linked with the scorecard.

Manage Scorecard Categories

Many categories can be defined for a single scorecard. To manage categories for a scorecard, Click on [Manage Category/Questions] link, present in the Action Column of the Added Scorecard table.
A list of already existing categories for the scorecard would be displayed in the Added Scorecard Categories table. The total weightage of all the categories in a scorecard should be equal or less than 100.
 

To create a new category, Click on the Add Category button.

Field Descriptions:

  • Title: Name of the Scorecard. It will be displayed in red background if there are any projects linked.
  • Category Title(text box): Name of the Category.
  • Code (text box): Name the category code.
  • Description (text box): Brief description of the category.
  • Category Weight (text box): Weightage of the category (out of 100)
  • Parent Category (dropdown box): Defines a parent category from the existing categories in the scorecard.
  • Order Number (text box): The order in which the categories will be displayed in the Global Scoring page.
  • Is Locked?(check box): If checked, the category is not available for scoring.
  • Is Active? (check box): If checked, the category is active.

Click on Save button to add the category.

To edit an existing Category: Click on Edit link present in the Action Column of the Categories table. On clicking the Edit link, it will populate the information of selected Scorecard category. Change the values and click on Save button to update the information.

Additional options available are.

  • To delete a color code: Click on [Delete] link, present in the Action Column of the Added Color Code Styles table to delete the color code.

To delete an existing Category: Click on Edit link present in the Action Column of the Categories table. Click on Delete button to delete the category and its related items like CSS, question, question CSS, option and options CSS.

Manage Scorecard category questions and options

To manage questions in a category for a scorecard, Click on [Modify Category/Question] link, present in the Action Column of the Added Scorecard table.A list of already existing categories for the scorecard would be displayed in the Added Scorecard Categories table. Click on Edit link present in the Action Column of the Categories table. On clicking the Edit link, it will populate the information of selected Scorecard category. A table containing questions for the category will be displayed.



Manage Questions

To add a new question:

Field Descriptions:

  • Question Description (text box) :Brief description of the question
  • Question Weight (text box) :Weightage of the question
  • Order  (text box):  The order in which the question will be displayed in the Global Scoring page.
  • Active? (check box):  If checked, the question is active.
  • Locked?(check box):  If checked, the question is not available for scoring.
  • Click on Add link to save the question.
  • To edit a question: Click on [Edit] link and the table row will become editable. Change the values and click on Update link to update the question.
  • To delete a question: Click on [Delete] link and it will delete the question and its related items like CSS, options and options CSS. [Delete] link will be visible only if the scorecard is not linked with any project.

To add color code for a question, click on the [Add Color Code] link which will display a popup window.

Field Description:

  • Color code class (check box): Color code Class which will be applied to the question.
  • Color code Description (text box): Brief description of Color Code.
  • Min value: Min value for Color code to be applicable.
  • Max Value: Max value for Color code to be applicable.
  • Click on the Add button.
  • To edit an existing color code: Click on [Edit] link, present in the Action Column of the Added Color Code Styles table, which will populate the controls with selected color code values. Change the values and click on Save button to update the color code.
  • To delete a color code: Click on [Delete] link, present in the Action Column of the Added Color Code Styles table to delete the color code.

 

Manage Options

To add options for a question, click on the [Add Option] link, present in the Action Column of the Questions table which will display a popup window.


Field Descriptions:

  • Option Text(text box) :Text of the answer.
  • Option Value(text box) : Value of the answer
  • Is Exclusive (checkbox):
    • If checked, it will determine whether this Option will be made exclusive for entire scorecard.

Either of these options also can be selected :    

  • Exclude entire Scorecard (check box):  If checked, depending on the recent answer given while scoring, the HFU will stop from scoring as it’s no longer necessary to do so on the basis of the  value selected.
  • Select categories to exclude (dropdownbox):  If checked, an entire category from the current scrorecardwill be set as not to be included in the scoring on the basis of the option value.
  • Select questions to exclude (check box):  If checked, questions from the current and existing scrorecards in the pooled fund will not be included in the scoring on the basis of the option value.
  • Alert (text box) :Text of the alert message to be displayed.

Click on Add button to save the option.

To edit an existing option: Click on [Edit] link, present in the Action Column of the Added Options table, which will populate the controls with selected option values. Change the values and click on Save button to update the option.

To delete an existing option: Click on [Delete] link, present in the Action Column of the Added Options table to delete the Option.

Internal Capacity Assessment(ICA)Top

The Capacity Assessment scorecard is defined for a partner and there can be only one CA scoredcard defined for a partner.  The Capacity Assessment template is standard which is already created for each fund. HFU won’t be able create a new CA template. The editing of the Internal Capacity Assessment scorecard or to add category option is avilable to the GMS Administrator only.

ICA aims to standardize the approach to Capacity Assessment across all funds, enabling OCHA to analyse risk levels. It will further feed into OCHA’s internal Business Intelligence (BI), showing a breakdown of OCHA’s work in regards to partner risk management and exposure, as well as a number of other items.

The categories and weights in the ICA questionnaire are fixed globally, while the questions under “categories” can be tailored to each Fund. From now on, the risk levels should be defined in the CA template as per respective fund’s threshold (please note: this does not need to be done anymore in the “Timeline”-tab, as the system will pick up the data from the template). Therefore, the risk levels in the ICA template will automatically be visible in the “Timeline”-tab and Due Diligence.

Navigation: System Setup > ICA Management

  • Action:

    • [Export]: Allows to export the scorecard details with the categories, questions and scoring weightage.
    • [View Partner]: Option displayed only if partner is linked to the scorecard. Displays the list of partners linked to the scorecard.
    • [Recalculate]: Option displayed only if projects are linked to the scorecard. Displays the recalculated values of projects linked with the scorecard.

The View Partner link present in the Action Column of the Added Scorecard table will only be displayed if partners are linked to the scorecard. On clicking the View Partner link, a popup will be opened which will display all the partners linked to the selected scorecard.

Recalculate option

The Recalculate link present in the Action Column of the Added Scorecard table will only be displayed if partner is linked to the scorecard.

  • Partner Name: Displays the name of the Implementing Partner.
  • Partner Type: Displays the partner type. E.g. National NGO, International NGO etc.
  • Recommend: Displays whether recommendations has been given for the partner.
  • Category Codes (e.g. A,B,C,D,E ): Displays the scoring recieved in the individual categories of the scorecard.
  • Category Codes (e.g. *A, *B): Displays the scoring values after recalculation.
  • Total: Displays the total scoring for the project
  • *Total: Displays the total scoring for the project after recalculation. If there is any difference in value between Total and *Total, the cell will be highlighted in red background color.

Editing the ICA scorecard

Access to edit an ICA scorecard is allowed only to the Administrator. To edit an ICA scorecard, click on Edit link (Displayed if logged in as Administrator) present in the Action Column of the Added Scorecard table. 

Note: Questions can be customized, but the category names and weights are not to be changed.

On clicking the Edit link, it will populate the information of the Scorecard. Change the values and click on Save button to update the information.

  • Is Locked?(check box): If checked, the scorecard is not available for scoring.
  • Is Active? (check box): If checked, the scorecard is active.
  • Click on Save button.

Add Risk Level: Clicking on this button will open a popup which will enable the user to add risk levels for implementing partners.


To add a new risk level:

Field Description:

  • Risk Level Text (text box): Name for the risk level.
  • Risk Level Value (text box): Value for the risk level
  • Click on the Add button

To edit an existing risk level: Click on [Edit] link, present in the Action Column of the Added Options table, which will populate the controls with selected risk level values. Change the values and click on Save button to update the risk level.

To delete a risk level: Click on [Delete] link, present in the Action Column of the Added Options table to delete the risk level. [Delete] link is visible only if the scorecard is not linked to any project.

Export Scorecard: Clicking on this button will open a popup which will enable the user to download the scorecard in excel format

Manage Scorecard Categories

To manage categories for a scorecard, Click on [Modify Category/Questions] link, present in the Action Column of the Added Scorecard table.
A list of already existing categories for the scorecard would be displayed in the Added Scorecard Categories table. The total weightage of all the categories in a scorecard should be equal or less than 100.

For ICA of partner, category A should always be available to answer. Only an Administrator is allowed to add a new category, edit or delete an existing category in the CA scorecard.

Add a category

Manage Scorecard category questions and options

An HFU can add/edit/modify questions and options for all categories except for Category A. Changes in Category A can only be done by the Administrator. To manage questions in a category for a scorecard, Click on [Modify Category/Questions] link, present in the Action Column of the Added Scorecard table. A list of already existing categories for the scorecard would be displayed in the Added Scorecard Categories table. Click on Edit link present in the Action Column of the Categories table. On clicking the Edit link, it will populate the information of selected Scorecard category. A table containing questions for the category will be
displayed.


 
Manage Questions

To add a new question:

  • Order  (text box):  The order in which the question will be displayed in the Partner Scoring page.
  • Active? (check box):  If checked, the question is active.
  • Locked?(check box):  If checked, the question is not available for scoring.
  • Click on Add link to save the question.

To add color code for a question: Click on the [Add Color Code] link which will display a popup window.


Field Description:

To edit a question: Click on [Edit] link and the table row will become editable. Change the values and click on Update link to update the question.

To delete a question: Click on [Delete] link and it will delete the question and its related items like CSS, options and options CSS. [Delete] link will be visible only if the scorecard is not yet linked.

Manage Options
