OneGMS Pro Tip - Project Closure Checklist- December 2025
Project closure in OneGMS can only take place once a project is both programmatically and financially closed.
- UN projects can proceed to closure after the Final Financial Report (FFR) is finalized.
- NGO projects can proceed to closure once the audit has been finalized.
In all cases, the project must have a zero balance. Any required financial actions—such as refunds or waivers—must be completed before closure can occur.
How the Closure Process Works
Once the final report or refund is approved, Finance moves the project to “Under Closure” by endorsing them.
At this "Under Closure" stage, final expenditures are reviewed. If everything is in order, the project is moved to “Closed.”
⚠️ Important: Once a project is closed, no rollbacks or changes are possible except in extremely exceptional cases. This also applies to timelines changes. Therefore, make sure that you check the timelines as well to remove any additional monitoring/reports before the project is “closed”.
Project Closure Checklist
Step 1: Confirm the Audit or Final Financial Status
NGO projects: Has the audit been finalized by Finance HQ, ie. reached Audit report received by FCS for refund/disbursement/closure?
- ❌ No → The audit must be finalized.
- ✅ Yes → If the project has not moved to closure, check the balance.
UN projects: Has the FFR been finalized by Finance HQ?
- ❌ No → The FFR must be finalized.
- ✅ Yes → If the project has not moved to closure, check the balance.
Step 2: Check the Project Balance
If the previous step has been finalized but your project is still in under audit/refund, check your financial balance for the project.
Where to find the balance:
- In the audit report, or
- On the refund page if a refund has been initiated.
Step 3: Take Action Based on the Balance
- Negative balance: Action required to record or request a refund or waiver.
- Positive balance: A disbursement may be missing or still pending and should be reviewed.
- Zero balance: The project should have moved to closure automatically. If it has not, check for any pending cases or system issues.
