During project implementation, changes to the project are allowed by CERF, if extenuating circumstances that are outside the Agency’s control are encountered.
The process of making such a change to the project is called Project Revision, and it is managed in the OneGMS.
Following approval of an initial Revision Request, a Project Revision may be submitted, and if a Project Revision is approved, the relevant pages of the original Project Proposal for which the changes are being made, are overwritten with the changes requested in the Project Revision.
Multiple Project Revisions may be made over the period of implementation, to a single project. To track all revisions made to a project after a project is overwritten, the full record of all Project Revisions made on projects remain available in the OneGMS.
Excluding extraordinary cases, Project Revisions need to be submitted at least ten days prior to the initially determined project end-date.
There are two stages in the Project Revision process.
I. The Revision Request: A request to make a Project Revision needs to first be submitted and approved online via the Revision Request template. The Revision Request will include clear, compelling justification for a Project Revision. Approval of the Revision Request is granted by the Country Office on behalf of the RC/HC, who will then enable the activation of the Project Revision.
II. The Project Revision: Upon activation of the Project Revision, the fields/sections of the Project Proposal template, pertinent to the type(s) of revision that was authorized, will be opened in the system, and navigable via editable project-tabs. These tabs will be marked with a red line until all mandatory questions or fields on the page, are successfully completed and saved. After completing the template, the Project Revision will be submitted by the Agency to the Country Office, who, depending on the type of revision may either approve it or send it to CERF Secretariat for their review and approval.
Revision Types
There are four types of revisions for CERF Project Proposals in the OneGMS:
- The No Cost Extension (NCE) is a revision where the Agency requests an extension to the period of project implementation. The Agency will need to notify CERF, of which activities it intends to implement during the extension.
- A Reprogramming revision refers to the reprogramming of funds that might be necessary if the circumstances justify it. Revisions that fall under this category include:
o a change in the project sector(s)
o major changes in activities or modalities
o a change in locations
- A Redeployment of Funds is a revision to the budget with a greater than 15% variance across budget categories. It also applies to any revision to Budget Category A: Staff and Other Personnel Costs.
Valid justification is required, and the explanation should include how the revised budget is being spent. -
Revisions without CERF HQ approval - While most CERF Project Revisions require approval from CERF Secretariat, including the three categories mentioned above, there are a limited number of Project Revisions for which approval may be obtained at the OCHA Country Office/RCO level.
These are limited to:
o i) Budget Revisions with a variance of less than 15% across budget categories
o ii) Name submissions of Sub-grantees for projects, including where one or more of the Sub-Implementing Partners were submitted as Partner not yet known, for submission at the Interim Update stage of reporting.
Please note: Most Project Revisions require CERF Secretariat approval. Project Revisions of this type are submitted when significant challenges emerge during project implementation, to where continued implementation requires a change in the project from what was originally determined during project drafting, and from what was initially approved by CERF in the Project Proposal.
