In the OneGMS, Agencies represent the UN Agencies wishing to apply for CERF funding. There role is to draft their own projects proposals and implement CERF funded projects in line with the objectives of the CERF application
According to the CERF Handbook Agencies have the following responsibilities in relation to the CERF:
- Funding Analysis: applicants must provide a clear analysis of the funding situation.
- Application: agencies must prepare the project application and revise projects based on CERF feedback (through the OneGMS).
- Implementation: after the approval process, agencies sign a project approval letter which specifies the terms and conditions applicable to the approved project. Agencies commit to comply with all the requirements defined in the project approval letter. The letter may be modified to accommodate necessary changes in projects.
- Monitoring: agencies are responsible for monitoring the implementation of individual CERF project and shall facilitate data exchange with the RC/HC, HCT/UNCT/ OCHA and relevant cluster coordinators. The OCHA Country Office and headquarters reserve the right to organize visits with agencies, external experts or donors to review completed or ongoing project activities.
- Reporting: agencies shall provide an interim and final update in line with the reporting requirements stipulated in the project approval letter.
- Project Revision: any constraints (e.g. financial, logistical, security) that will lead to significant changes to the project must be communicated to the HC/RC immediately.
