Once the partner has sent the Project Proposal for review, the HFU will receive it for preliminary review under the status ‘Review Proposal’. After you open the project proposal form, review all tabs, and leave comments if necessary.
 

I)    How to leave, save and edit comments in a tab

All parties involved in the project proposal draft, review and approval have the possibility to leave comments. This is particularly important when corrections are required, and the project proposal is sent back to re-draft. 

Comments can only be inserted at the tab level and at specific workflow stages, depending on the user role. More specifically, you can only save comments when the project proposal is active under your user role. For instance, the HFU will be able to save comments at the  ‘Review and send to SR’ step of the workflow, while the partner will be able to leave comments at ‘Project Proposal: Redraft’ step of the workflow. 

Leave a comment 

There are two possible ways to leave a comment:  

  1. To add a comment, you can go to the bottom of the tab, enter the comments within the comments section provided and click on [Save Comment].

  1. You can also click on the comments’ icon .  located in the lower right margin of the screen. Once you have left your comment, click on [Save]

Once saved, the comment(s) will be displayed at the end of the page, below the comment section. The comments trail will provide information on the user who wrote the comment, the date and time stamp of the comment, the workflow status in which the comment was made, and the comment itself.

This icon .will be displayed on the tab, to indicate that a comment has been left.

Edit or delete a comment
You can edit the comment by clicking on dor delete it by clicking on ds

View and print all comments 

You can open all the comments that were made in one tab by clicking on ‘View all comments’.

It will open a new window from which you will be able to view, edit and print out all the comments. To print the comment(s), click on ‘Print Comments’.

II)   How to view and respond to comments in a tab

You can view all the comments at the end of the tab.

If you wish to reply to a specific comment, indicate at the beginning of your comment the comment reference you wish to reply to. The comment reference is displayed between brackets at the beginning of the comment below the comment icon.

For instance, here to reply to this specific comment previously left by the HFU, indicate ‘@P01’ at the beginning of your comment.

III)  Review the Budget tab
 

      1) Leave, save and edit comment in the Budget tab

You can also leave a comment against each line of the ‘Budget’ tab. To do so, click on this icon e

On the pop-up window, enter your comment and click on [Save]. You can also click on the link ‘View Previous Comments’ to display all previous comments left against this budget line.

If you want to delete or edit the comment, click on this icon eto open the pop-up window. You can then edit the comment, or delete it by clicking on ds

The comment left against a budget line will be automatically displayed at the end of the tab in the comment section. An annotation will indicate for which category, and which line the comment was left.

For instance, here @A.1 indicates that the comment was left on the first line of the section A. Staff and other Personnel Cost.

      2) Lock/unlock budget lines 

If you judge that the budget lines are correct you can lock budget lines. As a result, the partner will not be able to edit the locked lines which will be accessible on a read-only mode. You can either lock/unlock all budget lines, or only budget lines of a section. 

If you wish to lock or unlock all budget lines of the ‘Budget’ tab, click on [Lock All Budget Lines] or [Unlock All Budget Lines].

If you wish to only lock a specific section, for instance all budget lines of the section A. Staff and Other Personnel Costs, click on this icon .

 Once the tab is locked, the line will be greyed out and the lock icon at the beginning of the tab will indicate that it is locked.

To unlock a specific section, click on .

IV) Documents tab 

On this tab, you can examine all the documents pertaining to the project proposal the partner may have uploaded. 

If you wish to download all the documents that were uploaded by the partner, click on [Download All].

To download only one document, click on d. You can hover over this icon dto display the contact detail of the user who uploaded the document and the date and time stamp of the document.

V)  Task page

The task options page displays all the tasks you can perform at this stage.

  • Project rejected: click here to reject the project proposal. The project will be labelled as 'Rejected', its workflow will be terminated, and the partner will be notified of the rejection. A copy of the proposal will be stored in the system for reference.
  • Send to IP for Redraft: click here if you believe changes are required in the proposal before sending the project to SR. Please save your comments indicating what needs to be changed at the bottom of each tab of the proposal form. This button will trigger a task for the partner to edit the proposal.
  • Send to SR: click here if the Pre-Strategic review is conclusive, and you believe the project is ready for Strategic Review by the Cluster Coordinators.
